CSEM WP 136 Is Real-Time Pricing Green?: The Environmental Impacts of Electricity Demand Variance

چکیده
Economists have long advocated for electricity pricing that accurately reflects time-varying production costs. In particular, real-time pricing (RTP) would improve the efficiency of electricity consumption and investment and would lessen the potential harm from market power. Conventional wisdom has claimed that RTP has an additional benefit, namely, reduced emissions from reduced peak demand. We argue that RTP will reduce variance of electricity load and estimate the short-run impacts of a reduction in variance on emissions of SO2, NOx, and CO2. According to our estimates, a reduction in within-day load variance would decrease emissions of some pollutants in some NERC regions (FRCC in Florida, MAAC in the MidAtlantic, and MAIN in the Illinois area). However, a reduction in within-day variance would actually increase emissions of all three pollutants in the Eastern Mid-West (ECAR) and the Southeast (SERC) and of two of three pollutants in Texas (ERCOT), the Great Plains (MAPP), and the West (WSCC). The effects are relatively small as the elasticity greatest in magnitude is 0.042. We further analyze reductions in across-day variance and find similar results. The results are also robust to alternate measures of within-day variance and to a nonparametric specification of the model. To understand our results, we note that changes in emissions are similar to changes in generation from power plants using fossil fuels. Furthermore, we observe that emissions reductions occur in regions with more hydroelectric capacity than oil-fired capacity. This supports the hypothesis that the environmental benefits of RTP come from reducing peak demand, but only if peak capacity is oil fired rather than hydroelectric. ∗Holland: Department of Economics, University of North Carolina, Greensboro, NC 27402-6165. CSEM WP 136R Is Real-Time Pricing Green?: The Environmental Impacts of Electricity Demand Variance
Real-time pricing (RTP) of electricity would improve allocative efficiency and limit wholesalers’ market power. Conventional wisdom claims that RTP provides additional environmental benefits. This paper argues that RTP will reduce the variance, both withinand across-days, in the quantity of electricity demanded. We estimate the short-run impacts of this reduction on SO2, NOx, and CO2 emissions....
متن کاملAgent-Based Modeling of Day-Ahead Real Time Pricing in a Pool-Based Electricity Market
In this paper, an agent-based structure of the electricity retail market is presented based on which day-ahead (DA) energy procurement for customers is modeled. Here, we focus on operation of only one Retail Energy Provider (REP) agent who purchases energy from DA pool-based wholesale market and offers DA real time tariffs to a group of its customers. As a model of customer response to the offe...

This study presents an optimal framework for the operation of integrated energy systems using demand response programs. The main goal of integrated energy systems is to optimally supply various demands using different energy carriers such as electricity, heating, and cooling. Considering the power market price, this work investigates the effects of multiple energy storage devices and demand res...
متن کاملCSEM WP 155 Customer Risk from Real-Time Retail Electricity Pricing: Bill Volatility and Hedgability
One of the most critical concerns that customers have voiced in the debate over real-time retail electricity pricing is that they would be exposed to risk from fluctuations in their electricity cost. The concern seems to be that a customer could find itself consuming a large quantity of power on the day that prices skyrocket and thus receive a monthly bill far larger than it had budgeted for. I...
متن کاملA green transportation location-inventory-routing problem by dynamic regional pricing
Non-uniform distribution of customers in a region and variation of their maximum willingness to pay at distinct areas make regional pricing a practical method to maximize the profit of the distribution system. By subtracting the classic objective function, which minimizes operational costs from revenue function, profit maximization is aimed. A distribution network is designed by determining the...
